Council Work Session and Regular Meeting 4/14/2025

If you did not attend the work session, take a look at the video on YouTube Work Session  4-14-25 as the city administrator updated us on the budget he is working on. (State law reads the mayor cannot delegate this duty so why did she not brief us?)

If you want to get a report on the city, just watch the YouTube Regular Council Meeting  video around the 4-minute mark.  Council member Davidson has taken on the role of providing the monthly report for the city during the Ward Report. (Shouldn’t this be the city administrator’s job to do this?)

The Chamber of Commerce presented the Outstanding Service Award to the family of Officer Matthew Hare who died in the line of duty.

How I voted:

Voted Yes: Ordinance 2025-02 second reading of the rezone of real property at 738 E. Main Street from residential to Neighborhood Commercial (NC). I ask the applicate in the work session if he was satisfied with this zoning instead of going with Office Institutional (OI). Before he could answer, the City Planner spoke up and danced around the question.  I did not get an answer from the applicant. Based on what the applicant has stated several times, I felt he would have been better off with OI but he did say he was fine with the NC. The vote passed.

Voted Yes: Ordinance 2025-03 First Reading to redistrict the six single member election districts.  Council member Davidson suggested in the work session to postpone this but the attorney pointed out since this is past due because of the corona virus, it cannot be postponed.  I felt the Revenue and Fiscal Affairs Department did an excellent job in getting the districts compacted and evenly distributed. District (or Ward) 2 was slightly higher in number but not significantly as was before.  The annexed areas of the map will be added after we pass this ordinance. The vote passed.

Voted Yes: Ordinance 2025-04 First Reading to rezone residential property to Office Institutional located at 213 Pelzer Hwy. I did a check on most of the businesses on both sides of that property and found there was a variety of business zonings in this section of Pelzer Hwy. The density of the home bordering this property was not as much as the property on E. Main Street that we had just votes on. The applicant pointed out that Council member Davidson spoke out against this rezoning at the Planning Commission meeting as she felt this was too residential for this zoning. The applicant felt she tried to influence the Planning Commission and wanted her to recuse herself. Council member Davidson stated the Ethics Commission responded to the complaint that they did not have statutory authority on this, therefore she will not recuse herself. The vote passed.

Voted Yes: There were two resolutions 2025-06 and 2025-07 to reappoint James Sterling as Associate Municipal Judge and Tina Galbreath as Assistant Municipal Judge for the city of Easley. The vote passed on both resolutions.

REMINDER:  There is another UDO (Unified Development Ordinance) meeting this month and another one in May scheduled. Please inform your neighbors and please show up. If you are not happy with these new developments, this is your chance to speak up and get the changes you want to happen.
