Special Meeting 4-2-2025

Apologies for not getting this out sooner but it has been a busy week. (I’m retired so I should not have to be this busy, but it happens!)

A Special Meeting called by the mayor was held on April 2. 

After the meeting started, I ask why the city attorney was not present. The administrator replied he could not make the meeting. I ask why the meeting was not rescheduled to a time the attorney was available.  Then I read the city’s ordinance 30.26: “The City Attorney shall attend all meetings of the Council unless excused by the Council.”  The council was asked to vote to excuse the attorney. I felt this was too late in the game to excuse the attorney and voted No. The vote passed.

Item 2A: SC Downtown Business Association’s mural design for Garland & George, Purveyors of Quality Antiques building facing Old Market Square.  I voted Yes. The vote passed.

Item 3:  Update on the Ward Redistricting Draft. We were shown a map of the new voting districts as determine by South Carolina Revenue and Fiscal Affairs. A public meeting should be scheduled for this. The districts are more compact. In my opinion, this seems to be distributed fairly. See map below. This can also be found on the city's website. Informational only and no action was taken on this.

Item 4 Executive session.  Before the council went into executive session, there was a question on “Possible action may be taking while in executive session” by a council member. The only action the council can take during executive session is to (a) adjourn or (b) return to public session per the State Code of Laws in 30-4-70 (6)(b). After adjourning the executive session, the council voted to allow the city administrator to proceed with negotiations for Project X.  I voted Yes. The vote passed.
