TAX and SPEND: June 2025 Council Meetings

My apologies for not posting sooner but decided I would wait until we voted on the budget and do one post for both meetings.

The council was to vote on the second reading for the budget at the June regular council meeting but the public meeting notice did not satisfy the state requirement. The notice did not include the new fees so the city had to post another public meeting 15 days before we could meet and vote on the budget. Therefore, the special meeting was held this morning, June 20th.

At the work session on June 10, there was a discussion on the budget. Then at 36:00, this will be the council and the mayor’s thoughts on the budget.

June 9th Regular Meeting:

Ordinance 2025-05 Extend the moratorium for six months. (Amended to change to six months in May). If the UDO gets completed and passed by the council before the six months is up, the moratorium will be canceled. There was another amendment to the moratorium adding to limit a division of land into two parcels and the division could only be done once. I voted Yes on the amendment. I voted Yes on this ordinance as the UDO had not been completed.

June 20th Special Meeting

Ordinance 2025-06 Second reading of the budget.  Budget was amended to allocate the Road Fee Fund ($399,855) specifically to the Cannan Land/Olive Street Five Way Intersection. I voted Yes on the amendment and voted No on the budget. This budget is 39.3% higher than the 24-25 budget. The reason I voted No was because the city did not have a budget retreat where all the council members could give input and discuss the expenditures. The city’s policy manual specifically calls for budgets retreats for the council’s input to the budget so that it meets the goals of the city. (But the mayor will say we met in Feb to discuss the budget. How can we have a discussion on something that was just presented and no handouts?)
